| Calling Party Pays |

Due to the recent announcement of the deregulation of the telecommunications market in the British Virgin Islands, Cable & Wireless will begin implementing the following billing changes, with effect 1st June 2007:

Introduction of Calling Party Pays (CPP) for calls from all fixed line telephones to all mobile telephones. Since a new interconnection agreement with CCT Boatphone comes into effect, Cable & Wireless will introduce new rates for calls from fixed line phones to mobile handsets. This change will come into effect as of 12:01 AM Friday, 1st June 2007. Please see FAQs that provide in-depth information for CPP. |

In keeping with previously established local practice, Cable & Wireless will begin billing a 5% tax on total charges for fixed line and mobile telephone services rendered. This amount will be shown on all Cable & Wireless bills as “Government Taxes”. |
| CPP is a principle of charging for telephone service under which the party that makes a telephone call pays for that call. One of the best benefits is that CPP ensures customers control the cost of their telephone service since customers are only charged for the calls they have chosen to make. |

To assist customers further in controlling costs of telephone service:

A pre-recorded message will play for thirty (30) days whenever a call is made from a fixed line telephone to a mobile phone. The recording will advise the caller that the number they have dialed is a mobile number and that there is a charge to make the call. A caller has the option of disconnecting the call if they do not wish to be billed. |
| How CPP works |
Prior to June 1st, fixed line customers paid 15 cents per minute to call a mobile phone and a mobile customer paid CCT 30 cents per minute for post paid service, for a total of 45c per minute for a call from a fixed line to mobile.
Since June 1st, fixed line customers pay 20c per minute and mobile customers pay nothing to receive the call, as we have made incoming calls free to mobile customers.
So the overall reduction of the cost of the calls is more than 50%. |
